It’s “stimulus oversight.” The idea of a stimulus is to spend money all over the place, and quickly. If the spending were narrowly targeted, politicians wouldn’t be able to claim that it had effects all across the economy. And if it were slow and deliberate, the theory goes, it would be too late to turn around a recession — or to placate constituents.
“Oversight” and “stimulus” just don’t go together.
